It's a mystery (as it often is) that Scott does not even mention these stamps. South Korean issues were surcharged by the invading North Koreans in 1950. These three values are numbered in the old Gibbons and are also found in Michel, though the latter also lists surcharges on five higher denominiations which it considers questionable. The circular overprint means Democratic People's Republic of Korea.
